Work Flow Considerations
The following are some of the Work Flow criteria we use in determining your optimal Managed Services configuration:

Job Requirements:
  • Who will enter the job orders, the hiring managers or the Managed Services Provider (MSP)?
  • Who/What level will approve the requested job order?
  • Who/What level will act as approval proxies?
Job Requirement Distribution:
  • Should the job order first go to the MSP for distribution or direct to Tier One staffing firms?
  • How many Tier One staffing firms are needed for each specialty?
  • How many Tier Two staffing firms are needed for each specialty?
  • How many MBE/WBE/DVE firms are needed for each specialty?
  • How many hours/days/weeks do the Tier One staffing firms have to generate candidates before notifying the next Tiers?
  • When does the MSP receive a job requisition?
Candidate Submission:
  • Should staffing firms submit candidates to MSP or direct to the hiring manager?
  • Should staffing firms be required to obtain a candidate’s permission before submittal?
  • Should submissions be credited to the staffing firm that first submits the candidate?
  • What is the length of time a candidate is considered “property” of the staffing firm?
  • Should rates be submitted pending rate decisions above?
Interviewing Candidates:
  • Should interviews be coordinated with the MSP or direct with the staffing firm?
  • Should interview debrief occur with the MSP or direct with the staffing firm?
On-boarding Temporary Worker:
  • Should the MSP or staffing firms be responsible for reference checks?
  • Should the MSP or staffing firms be responsible for criminal and credit checks (if applicable)?
  • Who will assign parking passes?
  • Who will assign building passes?
  • Who will assign login identification numbers?
  • Who will assign company laptop, pager, and/or cell phone?
  • List all groups that need to be aware of start date.
  • Will the MSP or staffing firm train new user(s) on VMS and MSP structure?
Temporary Worker Time & Payroll:
  • How often should temporary workers submit hours: weekly, biweekly, 2x/month?
  • Should temporary worker(s) hours be entered by proxy?
  • Who approves entered time sheets?
  • Should we have proxies for time card approval?
  • What levels should be proxies for time card approval?
  • What is the maximum number of days engaged (co-employment reduction)?
  • What are the different number of maximum days by type of position?
  • What is the extension of contract policy?
  • What is the approval process for extensions?
  • Should there be proxies for extensions?
Off-boarding Temporary Worker
  • Should final time sheets be identified?
  • Should final expense reports be identified?
  • What is the process for retrieval of company equipment?
  • What is the process for cancellation of building and parking passes?
  • What is the process for cancellation of network login identification?
  • What evaluation criteria of temporary workers should be used?
  • What temporary worker rehire criteria should be used?
Training the Hiring Managers/Client Contacts:
  • Should the training be completed by region?
  • Should the training be completed by position?
  • Should the training be completed by department?
  • Should the training be completed by access level?
  • What method of training? (in person, Web cast, etc.)
  • What would be an ideal training schedule?
  • How should make up sessions be scheduled?
  • How should refresher training be scheduled?
  • Who will train new employees/managers?
  • Will the client provide help desk support?
    • If yes, what levels?
  • Will the MSP provide help desk support?
    • If yes, what levels?
  • Will the VMS provider provide help desk support?
    • If yes, what levels?
Inclusion of current staffing firms:
  • Will the client gather the names and contact information of each staffing firm with currently engaged temporary workers?
  • The staffing firm roster may follow the template below:

  • What is the date for the MSP to send an introduction announcement to each staffing firm (with client support)?
  • What is the date for the MSP to send the new contract to each staffing firm?
  • Will the client permit negotiation from standard contract?
  • What are the maximum number of days for the staffing firm to return the executed contact?
  • What are the maximum number of days staffing firms need to submit a roster of currently engaged temporary workers?
  • What are your data points for staffing firm performance measurement?
  • What is the date to inform staffing firms of the performance criteria?
  • What is the date to announce the MSP administrative fee?
  • What is the date to announce the contract-to-perm conversion policy?
  • What is the date for Web-cast training for staffing firms?
  • Should staffing firms submit candidates from sub-contractors?
  • What criteria should be used to govern the use of sub-contractors?
  • What actions will be taken with staffing firms that decline to participate?
  • Should independent temporary workers be assigned to a staffing firm(s)?
  • Should independent temporary workers be assigned to the MSP?
  • What is the date of the make up training session for current temporary workers via Web-cast sessions?
Post Implementation:
  • Going forward, how do we want to refine our analysis and continue to learn how to gain additional efficiencies from our temporary workforce procurement and management process?
Reporting:
  • Should reports be automatically generated?
  • How frequently should reports be delivered?
  • Did you remember to include ad-hoc report requests in the Service Level Agreement (SLA)?
  • What is the date for training client personnel on the reporting tools?
  • What is the date for make up session for training client personnel on the reporting tools?
  • Please review the list of client personnel that have access to reports.
  • What is the date for editing the list of client personnel that have access to reports?
Ongoing Measure of Staffing Firms:
  • Should staffing firms be allowed to view their comparative performance?
  • What is the date to rank staffing firms based on performance?
  • What is the date to communicate performance to the staffing firms?
  • What is the date to begin to reduce staffing firm numbers based on performance (if desired)?
Financial Measurement:
  • What is the date to first compare actual data to estimates?
  • How frequently should meetings occur with client’s financial team(s)?
MSP Performance measurement:
  • What is the date to compare MSP actual performance to Service Level Agreement (SLA)?
  • What is the schedule for reporting and meeting intervals (months, quarters)?
  • What is the frequency of skip level executive reviews?
